The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan offers several scholarships for foreign students.

Japanese Studies Program
Japanese Studies Program is for foreign students who are interested in deepening their understanding of the Japanese language, Japanese affairs and Japanese culture.

Teacher Training Program
Teacher Training Program is for international teachers who wish to conduct research on school education at Japanese universities.
Unfortunately, Wakayama University is not accepting teacher training program MEXT scholars at this moment.
